The police department where I live has a program for juveniles convicted of serious crimes. The sheriff’s department takes the convicts on outings in the community to “help youth develop life skills and positive goals through pro-social activities.”
A month ago, a group of convicts was taken to a football game in Eugene, Oregon, about 2 hours from my home. One of the men, a 17-year old convicted of burglary, harassment, and possession of methamphetamine, left the detention officers and attacked, kidnapped, and raped a 39-year old woman, leaving her on the side of a road.
Police dogs found the man a short time later and he is being held on new charges.
Jesus said that crime is the result of sin within the human heart (Mark 7:21-23). God has ordained civil government for the purpose of executing wrath on him who practices evil (Romans 13:4). Instead of punishing criminals, we’ve decided instead that government should reform or rehabilitate, but a changed heart is something only God can create.
Do you want to be unafraid of the authority? Do what is good, and you will have praise from the same (Romans 13:3).
